Last night during the Dengeki Game Festival 2013, Sakai showed some footage of the new Hatsune Miku costume and mag collaboration coming in April.
The hosts took a tour through the Hot Springs Team Room where we discovered there's separate male and female changing rooms. A door will prevent male characters from entering the female changing area. When this happened, the audience chuckled as the male character exclaimed "I can't see… the panties…"
They also showed an extended trailer of the new Dragon Sanctuary (or Dragon Altar) field coming in April. It was interesting to see Dinians mounting an enemy.

Dragon EX
Shougai (Japanese PSO Fansite) talking to Sakai at the Dengeki Event, inquired about the Dragon Boss that appears in the new field. Sakai said his name is "Dragon EX (or Dragon X)" When he's enraged, his body parts change color.
What we know:
According to Shougai, the Dragon's name is "Dragon EX" or "Dragon X"
Multiple Emergency Quests
Shougai (A Japanese PSO fansite) got to chat with Sakai at the Dengeki event asking what areas of improvements he has for the game. He can't say when but there's a possibility we may see several emergency quests occur at the same time.

The idea of having several Emergency Quests at the same time could be a possibility.

The exact process on how this would work. (Will it be set up like Dark Falz EQs? Or would you just choose from the list of EQ that are available.)
The Phantasy Star 25th Anniversary Sympathy Concert is just two weeks away! Two concerts will take place at the Tokyo Metropolitan Hibiya Public Hall on March 30th, 2013. The daytime session begins at noon while the evening session opens at 4:30 PM JST.
The concert will be performed by the Tokyo Philharmonic Orchestra led by Masamichi Amano as conductor.

The Phantasy Star 25th Anniversary Visual Chronicle (2400 Yen) is chock-full of costumes, characters, enemies, fields, weapons, and various illustrations from the entire Phantasy Star series.
The first half of the book contains materials from the Sega Mark III era all the way through Phantasy Star Portable 2 Infinity. The second half of the book contains concept art images from Phantasy Star Online 2.
As a special bonus, you'll also receive item codes that includes; the Myau Ornament, five Sega consoles, and the Phantasy Star Series 25th Anniversary sticker. These item codes will expire March 31st, 2014.
The March 27th update will add a new feature called Weapon Camos. Weapon Camos will change the weapon's physical appearance, sort of like equipping clothes onto your weapon. You can obtain weapon camos either through AC Scratch or as promotional items (like the Guitar Case from the Sympathy Concert.)
Bath Towels and Bath House Room Theme
Players can dress up their characters in bath towels and relax in the new Hot Springs team room. The bathtowels can be equipped by all races so even casts can wear them too. Did you know there's actually two types of bath towels?

And there's the "Wet Bath Towel" ぬれバスタオル
Sakai doesn't recommend loitering around in the lobby in your bath towel, but I doubt anyone is going to listen to him anyway. Right?
Chrome Dragon Emergency Quest
A new Emergency Quest titled "Grudge of the Wild Dragon" (or Reckless Dragon) will allow the Chrome Dragon to appear on PC exclusive blocks (without needing someone else to tag it.)
かまたろう
Players will receive 8 new voices for each character that said "かまたろう" in chat. These voices will be distributed on March 27th, 2013. This voice pack includes 2 female voices from Atsuko Enomoto, 2 female voices from Haruko Momoi, two male and two female voices from Ichitaro Ai. I guess he has quite the range.
Maintenance Change
Next week's maintenance will occur at a different time.

On March 27th, 2013, players can apply "clothes" over their weapons with the new "Weapon Camouflage System." Though the weapon's physical appearance will change, its stats will remain the same. You will need "Weapon Camouflage Items" to set onto weapons of the same category.
From the main menu, select "Custom" then select 武器迷彩 Weapon Camo to choose from a list of "clothes" you can apply over the weapon.
Team Room Expansion!
The Team Room has expanded with new features. Now you can rent a Hot Springs area for your team room!
By registering Music Discs at the team counter, you can spend team points to change the BGM of the Team Room.

DG Aries Weapon Camo
In addition, you can acquire the "DG Aries" weapon camo whose design was inspired by the Aries (Ram) astrological sign.

Game Changes
On March 27th, 2013, you will now be able to display 10 star weapons and units at My Shop (excluding some items.)
Trade in a 10 star weapon or unit at the Recycle Shop to receive your "10 Star Weapon Purchase Pass" or "10 Star Unit Purchase Pass." Some 10 star items are not eligible for this pass.
Depending on which pass you receive, you can purchase a 10 star weapon or unit at the My Shop. (Premium Set Required)

+7 Grind Skip
According to the video, there is a new "強化スキップ(→７)" Grind Skip item that allows you to reach the +7th grind in one swoop. It mentions how you can trade for this item at the recycle shop but it is currently unknown as to which items you'll need.
